This question is often one of the first questions asked when there is a perceived security related crisis. It is also an issue raised frequently by the plaintiff's bar when lawsuits allege inadequate security.
If your goal is to make your facility more secure, this question is the last one you should ask. The application of security personnel should occur only after the less costly remedies have been considered. Remember, employing uniformed security personnel is a recurring expense. We are not trying to imply that security guards are not a legitimate consideration. We are merely saying they should not be the first and/or only consideration.

If after you have conducted a thorough security audit and exhausted all other security remedies, you still believe your facility needs 24 hours coverage by security personnel, you have two options. First, your could hire your own security officers and put them on your payroll. Second, you could retain a contract security agency to provide uniformed guards.
What are some of the advantages and disadvantages of these two alternatives?
Proprietary Security Officers Most states do not regulate the use of proprietary security personnel. Organizations that directly hire security officers tend to be large and generally maintain a Security Department and a Security Manager. These organizations typically have a Policy and Procedure Manual delineating the parameters and the objectives of the security organization. These security departments usually set minimum hiring standards and have a structured training program for new hires.
Typically, proprietary security officers are paid at a higher rate than their contract brethren. They also fall within the fringe benefit program of the company at large.
Small operations such as nightclubs also frequently use proprietary security personnel, often referred to as bouncers. Bouncers are often hired for their brawn rather then their brains.
Contract Security Guards Contract security officers are employed by companies that offer their clients a uniformed security presence. Some of these vendors are large multinational companies, while others are locally owned and operated. Contract security agencies are somewhat analogous to temp agencies that specialize in security.
These agencies are usually regulated by the various states and operate under a state license. The states typically impose minimum hiring standards and require a felony free arrest record. Contract security agencies range from very good to very poor.
When negotiating a contract with one of these agencies it is extremely important to have someone knowledgeable in these matters acting on you behalf. The agency should be required to carry at least $5M in liability coverage. The contract should also contain a defend and hold harmless clause. |
